Embedded Network Utility Charges – Permanent Residents
This page outlines the current electricity, gas and water charges that apply to permanent residents of Australian Community Villages with embedded utility networks.
Australian Community Villages is committed to providing transparent information about utility pricing in accordance with the Independent Pricing and Regulatory Tribunal (IPART) and other applicable regulatory requirements.
Since 25 September 2024, operators and third-party suppliers can only charge up to a maximum price for electricity supplied to residents within embedded electricity networks.
The Independent Pricing and Regulatory Tribunal (IPART) determines the maximum electricity prices for each NSW electricity distribution network.

The following tables show the maximum residential electricity charges (including GST) for each distribution district.

If the electricity supplied to a site by the operator is less than 60 amps, the following maximum daily supply charge discounts apply.

Where a site is capable of receiving 60 amps or more, the full service availability charge applies.
Australian Community Villages currently applies the Ausgrid rates for the period 25 September 2024 – 24 September 2025.
We also continue to apply a 60% discount on the daily supply charge to ensure residents are not overcharged.
Australian Community Villages is currently using the below gas calculation methodology.
Step 1 – Calculate the usage charge
Total Usage (MJ) × General Usage Rate ($/MJ) = Usage Cost ($)
Step 2 – Calculate the subtotal
Usage Cost + Supply Charge + Discount = Subtotal
Step 3 – Determine the reading usage
Reading Usage = Main Meter Reading (m³)
Step 4 – Calculate the gas tariff
Subtotal ÷ Reading Usage = Gas Tariff ($/m³)
The Gas Tariff is then multiplied by the reading of each residents’ meter in m3. As noted above, MJ units are cancelled out once the $ has been calculated (refer Step 1) then the tariff is based on the meter reading in m3 so that the rate is then in $/m3 to ensure consistency in the units on the resident’s meter.
This calculation is done monthly in arrears for each billing period as we receive a bill.
The tariff for May 26 is $1.50.
The rate charged for water is a flat rate per kL as noted on the relevant Sydney Water bill for the period. We note that is currently $3.17 / kL for the FY26 period. This rate is then multiplied by each residents individual usage as per their meter.
Australian Community villages is currently NOT charging a water and sewerage service availability charge, residents are charged for their water usage only.
